Activity and timeline
Ambre CTL Limited has submitted an Initial Advice Statement for ambreCTL to the Queensland Government, which will determine if the project is eligible to be declared a ‘significant project’ under the State Development and Public Works Organisations Act 1971.
This would require an Environmental Impact Statement (EIS) to be developed, before any approvals can be considered.
As a significant project, the Coordinator-General, through the Queensland Department of Employment, Economic Development and Innovation, would coordinate the assessment process for approvals required from various state and Commonwealth Government agencies. Read more about the Coordinator-General's significant project environmental impact assessment process on the Queensland Government website.
If the project is not declared, the process will still proceed through assessment and approval processes, with an EIS conducted under the oversight of the Queensland Department of Environment and Resource Management.
The EIS process is expected to be completed by the end of 2011.
Pending government approvals, construction of the open-cut coal mine and coal-to-liquids facility could start in the second half of 2012 and continue for two years.
Key milestones:
- final Terms of Reference anticipated mid 2011
- preparing the EIS to continue until December 2011
- project approvals granted mid 2012
- design of facilities to occur in parallel with EIS process, completion target mid 2012
- financial close January 2013
- construction completion January 2015
- ambreCTL operational mid 2015
This schedule is indicative and will change as the process progresses.
Ambre Energy is committed to effective and inclusive consultation and will welcome stakeholder input throughout the EIS and beyond.
